There is a possibility that the content is not delivered properly to the users who do not see the content on the app.
Please confirm that the user group of them are specified as the "group of being published to" of the content.
Even if  the parental group of their user group is being set as the "group of being published to", it is exclusive of its child groups, and still the users in child groups cannot see the content.
